A 47 year old man posed as a depressed female nurse in online chat rooms using several names.

He urged his victims to use a webcam as they committed suicide, and promised he would do the same, so that they would not be alone as they died. But he would not end up going through with his side of the pact.

How does one assign culpability to someone who shares thoughts with people who say they are already considering suicide?
